In 1989 Child Care Associates was selected to field test the Child Care Management Services (CCMS) program -- one of several programs administered by the Texas Workforce Commission (TWC). We have been managing that program ever since.
In fact, today we oversee two subsidized child care contracts – Tarrant County CCMS and West Central Texas Child Care Program Operations (CCPO). Combined, the programs provide services to over 15,000 children in 20 Texas counties.
The goal of CCMS is to help families find affordable, quality child care so the parents can work or attend school/training. Within state guidelines, each Workforce Development Board decides how to operate the program most effectively for their area. CCA is contracted by Workforce Solutions, the Tarrant County Workforce Development Board, to manage its CCMS program. This program provides subsidized child care to families that live in Tarrant County.

How do I select a CCMS child care provider?
Deciding who will take care of your child while you are working or going to school is a very difficult decision. In an effort to provide families with many choices of child care, CCMS offers the following options:
Regulated Self-Arranged Child Care facilities are licensed or registered through the Department of Family and Protective Services, Child Care Licensing. These facilities include Texas Rising Star providers, licensed child care centers, registered child care homes and licensed child care homes.
Regulated facilities are reimbursed for child care services based on a maximum rate determined by the Local Workforce Development Board based on the type of facility. Arrangements for child care under this method are strictly between you, the parent, and the child care provider.

Texas Rising Star Providers are regulated child care providers that voluntarily go above and beyond the minimum state licensing standards by enhancing their child care site with the following criteria:
- Smaller group and child/staff ratios
- Defined activities and schedules
- Directors with credentials
- Caregivers with specialized experience and training
- Opportunities for parental involvement
- Monitored more frequently by outside sources than other facilities
Texas Rising Star Providers are reimbursed for child care services based on a maximum rate determined by the TWC.

Unregulated Self-Arranged Child Care -- If you choose not to use a Texas Rising Star or a Regulated Self-Arranged provider, you may be able to arrange care with an eligible relative. Your relative will be reimbursed for child care expenses based on CCMS maximum rates determined by the TWC.
Below are examples of eligible relatives:
- Grandmother, grandfather, great-grandmother or great-grandfather of the eligible child
- Aunt or uncle (must be 18 years or older) of the eligible child
- Sibling (must be 18 years or older)
The relative must live in a separate residence from the eligible parents/child and be a "listed" caregiver. In addition, the relative MUST NOT appear on the Texas Department of Public Safety Sex Offender Registry.
How do I qualify for CCMS child care financial assistance?
Families that are on the CHOICES program or receive TANF benefits should contact the local Career Center at 817-413-4000 and speak to their counselor about child care services.
Those that are going through Child Protective Services and need child care should contact their caseworker regarding their child care needs..
Parents who meet one of the following criteria may be eligible to receive child care funding assistance for your children.
- Income eligible parents who meet the 25 hour per week participation requirement through working, attending school or participating in a training program,
- Teen parents from income eligible families who want to complete school.
- Income eligible parents who have children with disabilities.

Please note that CCMS subsidized child care is provided on a funds available basis. If you are eligible to receive CCMS child care but no funds are available at this time, your name will be placed on the Wait List. When an opening becomes available, you will be contacted. Therefore, you will need to update your information every 45 days in order to remain on the Wait List.
